Tender Notice for Provision of Security Services for FJWU
Fatima Jinnah Women University (hereinafter referred to as FJWU) invites sealed bids from economically & financially sound SECURITY PROVIDER companies for Provision of Security Services for FJWU. Details are as under: -
Terms & Conditions
- All interested bidders should be registered with Income Tax and Sales Tax Department and must be an active tax filer.
- The company must have experience of providing security services to government / semi-government / corporate level organization at least for the last 5 years.
- The prices should be quoted in Pak Rupees. The PST to be indicated separately where applicable.
- The prices quoted should be valid for 90 days and extendable for another 30 days.
- The University may reject all bids or proposals at any time prior to the acceptance of a bid or proposal. The University shall upon request communicate to any bidder who submitted a bid or proposal, the ground for its rejection of proposals, but is not required to justify those grounds.
- Procurement shall be governed by the Punjab Procurement Rules 2014.
- The bids / proposals must be submitted with proper book binding.
- Pre-bid meeting will be held on 26th January,2026 at 11:30 hours in Purchase Office University Campus I, Rawalpindi.
- Two (2%) bid security of total estimated price as mentioned below in shape of Demand Draft / Pay Order / Call Deposit Receipt in favor of “Treasurer Fatima Jinnah Women University, Rawalpindi”, must be submitted along with covering letter in the University Purchase Office. The soft copy of the bid security must be attached with E-Bids on EPAD. E-Bids without or LESS earnest money of the total estimated price mentioned below will not be entertained. No Crossed-Cheque / Bank Challan / Cash or any other instrument other than Demand Draft / Pay Order / Call Deposit will be accepted (University FTN: 9020016-0).
Annual Estimated Price: Rs. 83,768,220/- Bid Security 2%: Rs. 1,675,364/-
- Please attach soft copy of bid security along-with the technical bid / proposal and original bid security to be submitted in the university purchase office before tender opening date and time.

The bidder shall download the bidding documents from websites and participate in the procurement process without paying any tender fee.

- Offer received by any other means other than E-PADS, received through mail / courier / by hand before the expiry of submission time will be rejected.

Evaluation Criteria:
1) Evaluation shall be done as per rule 38-A of PPRA 2014.Technically complained and lowest evaluated E- Bid will be accepted.
Interested parties may submit their E-Bids till 1100 hours on 6th February,2026. The E-Bids will be opened on the same day at 1130 Hours. No bid will be received after 1100 hours. In case of any official or local holiday, falling on the last date for submission of the bids, the next working day will automatically be the date for opening of the bids.
