External Development for Rehabilitation / Completion of Roads R-16, S-7 & S-8 FJWU Campus-II

  1. Fatima Jinnah Women University Rawalpindi (the “Employer”) intends to initiate University Funded Development Project “External Development for Rehabilitation / Completion Of Roads R-16, S-7 & S-8 At Fatima Jinnah Women University Campus-II, Chakri Road Rawalpindi” towards the cost of Rs. 26.836 million and it is intended that the fund will be applied to eligible payments under the Contract. Bidding is open to all eligible Bidders.
  2. The Employer invites E-Bids, on E-Procurement Punjab portal, under online bidding procedure under Single Stage-Two Envelope bidding procedure, from eligible firms licensed by the Pakistan Engineering Council in the category C-5 or above and at least specialization in PEC codes CE-01, CE-09, CE-10, EE-04, EE-11 for the works.
  3. All E-bids must be accompanied by a Bid Security equivalent to 3% of the estimated cost (i.e. Rs. 805,080/-) through electronic (PSID generated) by Punjab E-Procurement System as per PPRA instruction and Government of Punjab notifications regarding online receipt and release of securities. The paid slip must be duly attached with the tender documents as proof of payment.
  4. Rates shall be quoted inclusive of all applicable taxes.
  5. Offer received by any other means other than Punjab e-Procurement System website i.e., https://punjab.eprocure.gov.pk, will be rejected.
  6. Tender Documents and detailed Terms & Conditions are available and can be downloaded, free of cost, from Punjab e-Procurement System https://punjab.eprocure.gov.pk/ / Punjab PPRA https://ppra.punjab.gov.pk/ as well as on university website https://www.fjwu.edu.pk/.
  7. Undertaking by the firm / company on a legal paper / stamp paper that it is currently not black listed by procuring agency and PPRA.
  8. National Tax Registration number with active taxpayer number
  9. Should be registered with the Punjab Revenue Authority (PRA).
  10. Pre-bid meeting will be held on October 27, 2026 at 11:30 hours.
  11. The bid(s) prepared in accordance with the instructions mentioned in the respective procurement activity's Bidding Document, must be submitted through Punjab e-Procurement at https://eprocure.gov.pk by or before 11:00 A.M hours PST on the closing date i.e. November 4, 2026 for respective procurement activity mentioned above. The bids will be opened at 11:30 A.M hours PST through Punjab e-Procurement System on same day for respective procurement activity in the presence of bidders or their representatives who shall choose to attend the bids' opening session to be held in FJWU.
  12. The successful bidder, under section 56 of PPRA rules 2014, shall be bound to submit a Performance Guarantee online as per the procedure established in system (e-Procurement System) in collaboration with Bank of Punjab as mentioned in the Special Stipulations.
  13. The quoted rates in the bids must be item wise and clearly readable. Furthermore, incomplete, ambiguous and unfilled bids would not be entertained and considered as rejected.
  14. When Acceptance letter is issued to the successful contractor, he has to make the agreement with department on stamp paper of value specified by Government as mentioned in the Bid Data Sheet.
  15. In case of submission of any fake or forge document, the Contractor/ Firm would be disqualified/blacklisted.
  16. The procuring agency may reject all bids or proposals at any time prior to the acceptance of bid or proposals under PPRA Rules-2014, Chapter VI, Clause-35.
  17. Non-responsive, Non Readable, Non Signed & Non Stamped bids shall be rejected.
