Background and Goals
Governance can be defined as the use of political power, policy initiatives and organizational capacity to manage society’s affairs and challenges. The field of governance is varied at international, national and local level. There are many issues and challenges faced at each level. There are many actors who are working at three levels of governance and by their participation and contribution there could be better solutions of the problems faced due to bad governance.
Public policy (the statement and actions defined by the government) is concerned with every individual living in a country and its effects in different ways. The issues of health, education, employment, poverty, gender issues, financial situations and many other things of individuals are discussed in public policies and proper planning is being done for the betterment of the public. These policies constantly add or subtract from the quality of one’s life besides directly or indirectly affecting one in a number of ways.
Public policies are part of governance and are not a new concern for the government. Policies are being made to solve the problems and issues confronting people individually and collectively. Usually they are being made by looking at the different forces such as socio-economic forces, political system characteristics etc. for the betterment of the people but there are many problems generated by these policies which we face in our daily life. The impacts of these policies are so pervasive that we deal with them unknowingly. In developing countries especially SAARC countries the impacts of public policies are obvious which can be seen in increasing number of absolute poverty, unemployment, low education quality, increasing gender issues day by day and bad financial position of the people and of governments as well.
